DENVER c The construction business has been booming in eastern Colorado Springs, but Tom Coker said he hasnt been able to take full advantage of it because of the State Electrical Board. Coker, owner of Jaguar Electric, has an employee who applied for his journeymans electrical license in April and has not heard from the board on whether he will be allowed to take the test to move up from apprentice level. While officials with the Colorado Department of Regulatory Agencies say their average processing time for electric licensing applications is 23-26 days, a number of contractors up and down the Front Range complain of cases that drag on far longer.

A coroner was notified and investigation is continuing. He was a member of St. Johns Catholic Church in Greeley. JAMES D. DOLAN Mr. Dolan, 73, died July 31, 2000, in Colorado Springs. He was an electrical engineer. He was an Electricians Mate Second Class in the Navy during World War II. Mr. Dolan was born Jan. 29, 1927, in Denver. He was married Aug. 27, 1949, to Edith Kelly. He is survived by his wife; six sons, Daniel Patrick, Timothy Michael, Kevin James, Matthew Joseph, John Philip, and the Rev. Patrick; a daughter, Kathleen M. Leslie; and 10 grandchildren.

A Bellevue, Wash.-based diagnostic imaging provider has bought InStar Systems International, a Colorado Springs developer of software for radiology departments and imaging centers. The deal closed Thursday. Terms werent disclosed. “InStar is focused primarily on servicing the small hospital and freestanding imaging center marketplace. No one else is doing that,” said John Wellbank, who was appointed chief executive officer of InStar, which builds software for scheduling, monitoring, tracking and billing patients.
Wizzard Software, a speech recognition technology provider, developed a talking pill bottle that will be used by pharmacies to provide customers a test-to-speech (TTS) representation of the text on the labels of their prescription bottles. The technology is expected to reduce the risk of patients, especially the elderly and sick who have difficulty reading the fine print on labels, from taking the wrong medication. Hydroponics comes from the Latin words hydro, which means water, and ponos, which means to work. The idea behind hydroponics is that if you can provide a inert soil-less substrate, such as rockwool or perlite, and feed it with a high quality hydroponic nutrient and water solution, either timed or constantly, your plants will grow faster and produce more fruit. How? Your plants roots are not required to expend lots of energy on a massive root system to find food, and the air to water ratios in the soil-less media are much higher, which plants like. There are severed different ways to garden hydroponically, but the common denominators between the methods are the water, the hydroponic nutrient, and the soil-less substrate. Generally, you will choose a method that matches the type of crop you are growing. For instance NFT, or nutrient film technique, would be used for smaller crops, and a top drip system would be used on larger crops. If all of this sounds Greek to you perhaps you should try the simplest and perhaps most high performance method, water culture. Water culture is as simple as putting an aquarium bubble stone attached to an air pump in a tray of nutrient rich water. Just add your plants in the tray and watch them explode. The novice hydroponic gardener must also be made aware of the pH of the water and the amount of nutrients present in the water. To test pH, you can get a digital meter for about $50, or you can get litmus paper or a dropper kit like the ones used for pools. Generally, plants like the pH to be between 6 and 7, however some plants like it lower or higher, so find out what your plants need. Measuring the amount of nutrients in the water takes a meter that you can get for about $100 (cheaper meters are much lower quality). This meter will measure the TDS, or total dissolved solution in the water. These meters cannot tell which elements are actually present, rather they measure all of them combined. The amount of total dissolved solution needed will vary depending on crop. Lettuce, for instance, likes a 400-600 ppm range while tomatoes will need 2200-2600 ppm.

Some people have been questioning the wisdom of attempting to remove all asbestos, particularly when it is in good condition and shows no signs of deterioration. There may be increased health risks from the removal process, including more airborne asbestos in the building for a number of years than before the removal. The relative risk of death from asbestos raises the issue of whether the money needed for removal could be better spent elsewhere.
EXECUTIVE SUMMARY Asbestos is a naturally occurring mineral which, because of past commercial use, may be found in the ambient air in minute quantities, especially in urban environments. While the use of asbestos is now quite limited, it was for many years incorporated into thousands of common products. When asbestos is in place and in good condition, it does not pose a threat to health. Friable asbestos, that is prone to fragmentation or reduction to powder by hand pressure, can pose some threat to health under particular conditions. The occupational groups which should be monitored for risk of developing asbestos-related diseases are fire fighters, custodians, maintenance workers and asbestos abatement contract workers. Reducing the risk of disease among these groups should be the prime concern to legislators who are formulating regulations regarding asbestos. Whenever asbestos deteriorates and becomes friable, or when building renovation or demolition is necessary, removal or encapsulation may be required. By contrast, non-occupational exposure to asbestos which is in place and intact in public buildings does not appear to pose a significant health risk. Massive efforts to remove all asbestos from office buildings, schools and homes, even when it is in good repair, can result in the introduction of additional fibers to the ambient air. Such misguided public health measures may actually cause more harm than good. Asbestos removal is an expensive and serious undertaking. Improper removal methods can create more of an asbestos risk than existed before removal.
Unless there is bipartisan support for John Cornyns sensible alternative bill–which establishes reasonable medical criteria for claimants–abusive asbestos litigation will continue, hurting genuine victims and business defendants alike.

As I was completing my residency at Childrens National Medical Center, I, as many of my third-year colleagues, found myself wondering, where to go from here? Everything in our previous experience had been laid out in precise order, like check boxes waiting to be completed. Completing residency was the last check box on the list. We now had choices–fellowship, primary care, advocacy, etc. Enter Information Technology (IT). I can honestly say that, if I had been seriously considering a clinical job offer, I would probably be working in a clinic somewhere today. The lack of job, however, opened me to trying something new and different. When I heard about the informatics position, in which I would be able to help create a new computerized order entry system at Childrens, my hospital, I listened. and accepted the offer. Flash forward to Day One. My first day working in IT was definitely an experience to be remembered. I did not have to arrive at work until 8 am! I was able to sleep in! I actually had an office (cubicle) with my own phone and a laptop! As a resident, we had a lounge/classroom and had to vie for phone and computer usage wherever we went. In IT I had my own phone number and could give my new extension to whomever and could receive direct calls and messages.

Ranger medic duties, both in combat environments and in training, medical training, professional progression, and medical assets in the Ranger battalion are detailed. Ranger medic training management tools and techniques are discussed and illustrated. The role of the combat lifesaver, force modernization, and interoperability issues facing the medical team are discussed. The Ranger medic is a capable special operations tactical medic. The Ranger medic (military occupational specialty [MOS] 91B) is the tactical medical provider for the 75th Ranger Regiment, the U.S. Armys elite light infantry. Through training, leadership, and experience, he becomes one of the most effective combat medics in the U.S. Army. He is capable of performing across the operational spectrum of 75th Ranger Regiment employment, providing advanced trauma management in the worst of conditions. This article is based on a presentation to the U.S. Army Special Operations Command (USASOC) Surgeons Conference in December 1998. Within Special Operations Forces (SOF), the Special Forces Medical Sergeant MOS 18D is the epitome of the SOF medic. The force structure, selection, training, retention, and employment issues are well developed for the 18D medic, because the nearly 700 18Ds form the bulk of SOF medics. The other SOF medics, which include the 91B Ranger medic, the 91B flight medics of the Task Force 160th Special Operations Aviation Regiment, U.S. Air Force flight medics, and Navy Sea, Air, Land independent duty corpsmen, do not have the same refined program. There are approximately 56 91Bs within the Ranger regiment, who represent a small fraction of SOF medics. This small number of Ranger medics provided an opportunity for the development of a Ranger medic training and career progression plan.

This upcoming retreat, titled “Contemplative Law Retreat for Attorneys
and Law Professors,” will be the fourth in a series retreats
organized since 1998. At the first retreat, over twenty students and
faculty from the Yale Law School gathered at a secluded retreat
center to embark on an unlikely experiment: a special four-day
contemplative retreat, with most of each day devoted to practicing
silent meditation. The retreat also featured informal discussions on
law-related themes, including the effective advocacy, stress
reduction, and the implications of contemplative practice for
building a just society. Based on the success of this retreat, a second retreat was held at the
Pocantico Conference Center of the Rockefeller Brothers Fund in 1999.
Participants included Yale Law School students and faculty,

At North Carolinas Outer Banks, I walk the beach at dawn. The ocean reflects sunrise. Waves roll in like liquid light, and sea foam sinks into the sand beneath my feet. According to neuroscience, the sight of each wave lapping onto shore transforms my whole physiology. Doctors have learned that our state of mind plays a primary role in our health and aging. The mind/body connection is at work every moment of our life, and were using it to either create health or promote bodily wear and tear. Sad or negative thoughts cause our brain to produce neurotransmitters that weaken our immune system. Thoughts of hostility induce rapid heartbeat and heightened blood pressure. Anxious thoughts also raise blood pressure, and cause hand tremors, cold sweat, a knotted stomach, and pervasive weakening (as when we say “sick with dread”). On the other hand, happiness, love, and compassion produce physiological changes that lead to better health, because the neurotransmitters generated by these feelings stimulate the immune system and increase resistance to disease. Major religions and great spiritual traditions advise against negative thoughts. Christianity admonishes not to condemn or enact hostility against others. The Upanishads instruct: “Never criticize anyone. Never entertain negativity.” Being negative is hazardous to our health. We could say it violates Natural Law. If you prefer religious terms, its “against Gods will.”

The ball-on-rod rolling contact fatigue (RCF) tester (1) is an element tester which is used to evaluate the RCF properties of materials, primarily steels, for bearing applications. In order to produce test results in a reasonably short period of time, the load imposed on the steel test rods is much higher than that typically experienced in actual bearing applications. The standard test condition, set forth by Glover (2J, results in a calculated Hertzian contact stress of 5.4 GPa. This high contact stress causes plastic deformation of the test rods. In addition to the ball-on-rod RCF Tester, many other accelerated RCF test rigs use high contact stresses to reduce test time. For example, the flat washer tester is operated at a contact stress of 4.1 GPa (3), the Rolling Contact (RC) rig at 5.4 GPa (4) and the Ball on Cylinder rig at 5.9 GPa (5). While these machines and test conditions are widely used, the use of the high stress conditions have been questioned as being too high for correlation to full-scale bearing tests that are commonly in the range of 2 - 2.7 GPa (300 - 400 ksi) (6)-(8). Zwirlein and Schlicht (6) felt that tests performed at high stress levels can lead to improper conclusions on how a material will respond at lower stress levels. The deformation occurring at the higher stress levels was felt to alter the residual stress state of the material and thus, influenced the test results. Lorosch (7) felt the plastic deformation occurring at the higher stress reduced the life exponent, compared to that obtained at lower stresses. Thus, data generated at contact stresses that created plastic deformation could not be compared to that generated at lower contact stresses.

LAWYERS who had wanted General Pinochet extradited were still trying early last week to decide what “legal steps” they could take to stop him going to Chile. For some reason I found myself thinking of the sad advertisements one used to see occasionally in the personal columns: “Public school man seeks interesting job, anything legal considered.” But of course I was confusing two different functions of the word legal. Ethical began by meaning “to do with ethics”, and only later came to mean being good. The purist in me still winces when someone says “aesthetic” when they mean “in good taste”. (Aesthetic originally meant “to do with the science of perception”, then “to do with taste”, good, bad or indifferent.) But there was never any need for legal to carry two meanings, because theres a perfectly good alternative that takes half the burden off it: lawful, a nice old word from the late Middle Ages (its parent word, law, appears to be of ancient Scandinavian origin). Everyone understands the difference between “legal business” and the “lawful business” that most of us spend our lives going about. Why couldnt those job-seekers have put “anything lawful considered”? Lawyers use lawful, too; they speak of a “lawful killing”. They dont say “a legal killing” (which, if it meant anything, would presumably refer to their fees).

As I was completing my residency at Childrens National Medical Center, I, as many of my third-year colleagues, found myself wondering, where to go from here? Everything in our previous experience had been laid out in precise order, like check boxes waiting to be completed. Completing residency was the last check box on the list. We now had choices–fellowship, primary care, advocacy, etc. Enter Information Technology (IT). I can honestly say that, if I had been seriously considering a clinical job offer, I would probably be working in a clinic somewhere today. The lack of job, however, opened me to trying something new and different. When I heard about the informatics position, in which I would be able to help create a new computerized order entry system at Childrens, my hospital, I listened. and accepted the offer. Flash forward to Day One. My first day working in IT was definitely an experience to be remembered. I did not have to arrive at work until 8 am! I was able to sleep in! I actually had an office (cubicle) with my own phone and a laptop! As a resident, we had a lounge/classroom and had to vie for phone and computer usage wherever we went. In IT I had my own phone number and could give my new extension to whomever and could receive direct calls and messages.

The role of the combat lifesaver, force modernization, and interoperability issues facing the medical team are discussed. The Ranger medic is a capable special operations tactical medic. The Ranger medic (military occupational specialty [MOS] 91B) is the tactical medical provider for the 75th Ranger Regiment, the U.S. Armys elite light infantry. Through training, leadership, and experience, he becomes one of the most effective combat medics in the U.S. Army. He is capable of performing across the operational spectrum of 75th Ranger Regiment employment, providing advanced trauma management in the worst of conditions. This article is based on a presentation to the U.S. Army Special Operations Command (USASOC) Surgeons Conference in December 1998. Within Special Operations Forces (SOF), the Special Forces Medical Sergeant MOS 18D is the epitome of the SOF medic. The force structure, selection, training, retention, and employment issues are well developed for the 18D medic, because the nearly 700 18Ds form the bulk of SOF medics. The other SOF medics, which include the 91B Ranger medic, the 91B flight medics of the Task Force 160th Special Operations Aviation Regiment, U.S. Air Force flight medics, and Navy Sea, Air, Land independent duty corpsmen, do not have the same refined program. There are approximately 56 91Bs within the Ranger regiment, who represent a small fraction of SOF medics. This small number of Ranger medics provided an opportunity for the development of a Ranger medic training and career progression plan.

The first part deals with the domestic role of monetary policy and the progressive elaboration of a coherent central banking policy in Canada. This part starts with a historical account of the role of the Central Bank of Canada since its creation in 1934. Then, the author develops an interesting chapter about the proper role of a central bank for financial stability by looking at the Canadian experience regarding bank supervision, settlement management, systemic and liquidity crises, and the lender-of-last-resort operation. The Central Bank of Canada never has been directly involved in the supervision of banks, and John Crow is rightly unhappy with this situation: “The Bank and what it knows cannot be ignored in supervisory decisions regarding financial institutions” (p. 77). Printing is a competitive business and an expensive operation. When government subdivisions are competing against the private sector for the same business, it makes it even more competitive, said Jim Grammer, owner of Gowdy Printcraft Press. The main printing production headquarters of the U.S. Government Printing Office is the largest information processing, printing and distribution facility in the world. Many of our nations most important information products, such as the Congressional Record and the Federal Register, are produced at the GPOs main plant, a 1.5 million square-foot complex in Washington, D.C., said Bruce James, the chief executive officer of the GPO. The GPO is the federal governments primary centralized resource for gathering, cataloging, producing, providing and preserving published information in all its forms. However, James said the majority of the governments printing needs are met through a long-standing partnership with Americas printing industry, dating back to the beginning of World War II.
Gary Morin envisages the day — in the not-too-distant future — when a scanner monitors his household refrigerator and prints out a shopping list. For a man whose business life revolves around printing, the concept is appealing. WASHINGTON — Construction of new homes and apartments plunged by 17.6 percent in March, the biggest decline in 14 years and another possible indication that rising interest rates are beginning to take a toll on the economy. Meanwhile, wholesale inflation shot up 0.7 percent as energy prices soared. The Commerce Department reported Tuesday that builders started construction on new homes and apartments at a seasonally adjusted annual rate of 1.84 million units in March, down from 2.23 million units in February. “This is a bit of a shocker,” said David Seiders, chief economist for the National Association of Home Builders. “But I dont think this represents a fundamental downshift in the housing market. There were special factors behind it.”
In an otherwise unstable economy, the housing market has remained strong, with exceptionally low mortgage rates encouraging many to buy homes, driving up home prices, and enabling homeowners to refinance existing mortgages at lower rates. Even though many analysts believe that the mortgage rates bottomed-out in mid-June and the refinancing boom may have ended, rates are still low by historical standards, and although it is slower, the demand for housing is still present.
Construction of new homes, primarily in La Quinta, continues to dominate the Coachella Valley construction industry.With La Quinta issuing permits for 103 homes valued at $18,020,040, the valley toted up $58,789,335 in building valuations during November, a slight increase of .07 percent over last November.Again, La Quinta stood at the top of the chart, followed by Palm Desert with a $16,452,036 November total.In all, permits for 196 homes totaling $42,079,097 in valuations were issued.

Monday May 5, 2003 will go down in history as a day to remember in employment law. It was the day the long-debated amendments to the Health Safety in Employment Act finally came into effect. Why is this new legislation so important? The term “workplace stress” took on a whole new significance, with new obligations for employers, and potentially serious financial consequences for those who ignore them. Workplace stress is no longer simply a sad fact of life. It is now an officially recognised and legislated “workplace hazard”, with the amendments extending the definitions of “harm” and “hazard” to include physical and mental harm caused by work-related stress. A cursory reading of the new legislation might be enough to instantly treble employers workplace stress, but a deeper understanding goes some way to restoring mental equilibrium. The Occupational Safety and Health booklet, Healthy work, Managing Stress in the Workplace, tells employers that “there is only a requirement to manage work stressors or the individuals stressed situation where you can be reasonably expected to know about the stress. Even then the obligation is only to do what is reasonably practicable in the circumstances.”

Nicosia: The director of the Cyprus immigration service was remanded in custody yesterday in a corruption scandal involving cash for visas on the eastern Mediterranean holiday island. The issue has cast a harsh spotlight on the immigration department, already notorious for its sometimes harsh treatment of foreigners caught on the wrong side of the law in Cyprus.
THE CYPRUS QUESTION The idiocy of those who engineered the Greek coup was boundless. Nothing was more evident than that the Turks would welcome the move as a pretext to invade the island at a moment when sympathies for Greece (at that time under the Colonels) were at an all-time low. The Greek Cypriots fought valiantly, but they were overwhelmed by the Turkish army. Turkey and Greece would undoubtedly have come to war over Cyprus had it not been for 1) the fact that the Greek military junta responsible for the coup surrendered power a few days after the Turkish invasion, and 2) the pressure put on Turkey and Greece by their fellow NATO members. If Cyprus is ever to be reunited, some way will have to be found that is not strictly along democratic lines. Democracy means majority rule, and the Greek Cypriots, as one could expect, are all for it, as are the Protestants of Northern Ireland and the blacks of South Africa. But the Turkish Cypriots, understandably, wont accept such a governing formula.
