Thousands of cancer sufferers are being denied life-saving drugs because of delays and bureaucracy in making them available on the NHS. The hold-ups are a matter of life and death for desperate people who have been diagnosed with cancer of the breast, colon or lung, or with a brain tumour. Doctors are furious that drugs such as Avastin, which is used to treat colon cancer, and Ce-tuximab, a treatment for head and neck cancers, are being blocked by the National Institute for Clinical Excellence (Nice), a government-appointed quango set up to decide which drugs should be routinely prescribed on the NHS.
CancerCancer is, in general, more common in industrialized nations, but there has been a growth in cancer rates in developing countries, particularly as these nations adopt the diet and lifestyle habits of industrialized countries. Over one million people in the United States get cancer each year. Anyone can get cancer at any age; however, about 80 percent of all cancers occur in people over the age of fifty-five.
C ANCER The scope of the problem in the United States is large. Some 1.2 million people were diagnosed with potentially fatal cancer in the year 2000. Of these, 59 percent were expected to live for at least five years (in some, the cancer may be continuously present for more than five years) with or without evidence of cancer. People of all ages, from birth to advanced age, can manifest cancer, making it the second-leading cause of death in the United States. In children cancer is unusual, but it has consistently been the leading cause of death from disease. As mortality rates from cardiovascular disease decline, the proportion of cancer deaths increases. It is anticipated that the mortality rate from cancer will surpass that from heart disease by the year 2050. Direct and indirect financial costs of cancer in the United States for the year 2000 were $178 billion.Developing countries represented 80 percent of the worlds approximately 6 billion people in the year 2000. In these countries, cancer has grown from a minor public health issue in the early 1990s to a rapidly expanding problem by the beginning of the twenty-first century. The emergence of a middle class, with attendant changes in lifestyle, increased longevity and exposure to potential carcinogens, and expectations of improved medical delivery systems have fueled the growing impact of cancer in the third world. The financial resources and socio-medical infrastructure needed to diagnose and treat, much less screen and prevent these cancers, are lacking in the developing world.

The stock of NewMarket Corporation will begin trading on the New York Stock Exchange on Monday, June 21, 2004 under the trading symbol NEU. Ethyl Corporations stock will cease trading as of the close of business today. Each share of Ethyl Corporation stock was automatically converted into one share of NewMarket Corporation stock upon completion of the holding company formation. The company also announced that it has restructured its term and bank loans with conditions that it believes are more consistent with the companys improved financial position. The restructured facility consists of a $100 million revolving loan, which will replace the existing term loan of approximately $40 million and the previous revolver of $50 million. John Osbornes first play, Look Back in Anger, had its premiere in 1956 and he called it a formal, old-fashioned play. His second play, The Entertainer, was set during the Suez Crisis and opened in 1957. What was new about both was that the characters were real working-class people. No real parts had been written about working- class characters before - only “cheeky chappy” roles such as Doolittle in Pygmalion. When asked if I wanted to go to see The Entertainer I was uncertain. Why? I had worked backstage on a brilliant amateur production (by the Tavistock Rep) in 1969 and it had stayed in my mind, with few productions since to affect the fond memories. How wrong I was to hesitate. For me this production, under Sean Holmess direction, ticks all the boxes and putting it on 50 years after it was set is brilliant timing. So much of it resonates in 2007: a misguided war in the Middle East and young men dying needlessly; the obsession with skinny/size zero women; fading performers (or “personalities”) trying to reinvent themselves; feelings against politicians of either party; comments about the Poles and the Irish; and confusion over national identity.

Wholesale changes are on the way in Oklahoma County for everyone involved in the practice of criminal law. Judges, lawyers, administrators, law officers, defendants and support staff will all be affected. The changes in criminal practice in Oklahoma County will be significant. This week Ill highlight some of the changes, which are intended to more efficiently utilize limited criminal justice resources. Over the decades, criminal dockets in the states largest county had become a hodgepodge of conflicting and confusing components. Court hearings requiring the appearance of lawyers and defendants included arraignments, pretrials, preliminary hearings, jury call dockets, motion dockets, plea dockets, revocation and acceleration dockets, cost dockets, sentencing dockets and trial dockets. Frequently, prosecutors, defense attorneys and even defendants were scheduled to be in two or more different courtrooms at the same time.
Utahs criminal libel law, which was struck down by the Utah Supreme Court five years ago because it was unconstitutional and overly broad, needs to be repealed. It would, admittedly, appear self-serving for a newspaper to advocate repealing a libel law. Our concern is on several levels, however. However, the U.S. Supreme Court in 1964 held that to hold the statement defamatory, it must be false and the person making it must know its false or have a “reckless disregard” for whether its true or not. The high court ruling rendered Utahs law unconstitutional, the state Supreme Court ruled.
In recent years, a number of significant changes have been made to the Criminal Code: sometimes to give the police new tools in the investigation of criminal offences; sometimes to define new crimes; and sometimes to change the formal legal processes by which the courts decide whether the criminal law has actually been violated, and if so, what the proper response might be. Rarely do the changes involve decriminalizing prohibited conduct or enhancing and protecting the rights of those accused of crime. Most of the recent developments reflect a stricter approach towards those who break the law and demonstrate a clear willingness on the part of government to listen to and accommodate the requests or demands of law enforcement, victims groups, and similar bodies and interests within society. One of the most significant changes in the last several years was the creation of a national DNA data bank containing the profiles of individuals convicted of the most serious criminal offences. In June 2000, legislation became effective which required convicted persons to provide blood or other bodily samples for the purposes of DNA data banking (the dates used in this article are usually those when the laws in question were brought into force even if they might from time to time be referred to as the dates of enactment). Now, persons convicted of the most serious offences–including murder, sexual offences, kidnapping, and various terrorism-related crimes–are required to provide samples from which their DNA may be extracted and then catalogued in a national data bank maintained by the RCMP in Ottawa. (Persons convicted of certain less serious offences may also be required to provide samples if a judge decides this is appropriate in the circumstances.) The information in the data bank is then used whenever DNA is found at a crime scene which cannot be identified as being that of a known offender, witness, or complainant. The unknown DNA can be compared to all of the samples in the data bank to determine whether someone previously convicted of an offence is somehow connected to the unsolved crime. Another tool even more recently handed to the police came with the December 2004 enactment of the Sex Offender Information Registration Act. Under this legislation, persons found guilty of having committed virtually any sexual offence will now be required to provide certain personal information about their history, whereabouts, and daily lives to the local police who will ill turn enter those details into a national database, which again, will be maintained by the RCMP. These offenders will have an ongoing obligation to keep the police informed of any changes to the personal details registered, and this obligation will continue for not less than five years and may last for the rest of the individuals life. The information collected will then be made available to police agencies that need it in the course of investigating a crime of a sexual nature.

The Lying Game James W. The joys of flying on your birthday have been much discussed in this column: cakes, champagne and even upgrades can be laid on for the celebrant. But Kate Thorman of Oxford found that becoming 12 provided her with a Catch-22 problem. “So, on the one hand Kate is old enough to pay the adult fare, but on the other hand she is too young to travel without a paid escort,” says her exasperated father. With the vast number of mergers, takeover bids, and sell-offs which have been announced over the last month, for the first time in living memory some companies which have never before considered selling overseas on a regular basis, are now seriously considering this option. It would seem that fear of losing a major domestic or overseas buyer, with the reduction of turnover and profits, has forced a number of companies to plan an export strategy to safeguard their survival. In its May issue, Export Times published its most comprehensive “UK-World Trade Review (Jan-Dec 1999)” which shows how the UK exports and imports to and from 191 countries in descending order of value. It also shows the ranking and the import/export ratio and the surplus/shortfall in trading terms for each country. In scanning this enormous list it is noticeable that Canada has jumped to twelfth place with our sales reaching L2556m, but there were also large reductions in UK exports to Italy, Sweden, Hong Kong, Norway, Saudi Arabia, South Africa and Turkey. However, sales to the USA, the UKs top individual export market, increased to L24,373m. Its reporter John Aczel says that sales of British goods in overseas markets have been fluctuating and were slightly easier in 1999. Some improvement is expected over the next 12 months, but much will depend on the level of sterling. The major improvement in 1999 was the recovery in Asia, where a growth of about 2.8 per cent was seen. Sluggish trading continued in Japan, but in other countries, including China, Taiwan, Hong Kong and South Korea economic conditions improved.
The constant need to increase sales At an export meeting recently I heard a trader say that he never knew when one of his big customers would fail or perhaps move their production abroad to save costs. We hear downbeat stories regarding the economy every day. For example, in the week this column was being written, it was announced that “Power House” had gone into administration with a large loss of jobs. This leads me to an old adage of mine: “Dont try to export when trading conditions are difficult in the domestic market. Exporting should always be part of your regular sales mix.”

Every year, a local group looks for new ways to educate the community about the living conditions on impoverished American Indian reservations. One Nation Walking Together is recreating games that have been played on reservations for hundreds of years. Volunteers are making sticks and stones and dice games that will be played — and sold — at the groups annual fundraiser, which will be held 10 a.m. to 3:30 p.m. on May 21 during an Armed Forces Day celebration at Memorial Park.

Another passion was pottery, particularly redwares made in eastern Pennsylvania in the eighteenth and nineteenth centuries. Mercer was concerned that these handmade objects also might disappear in favor of modern table-wares. This prompted him to establish the Moravian Pottery and Tile Works in 1898, which even at the height of production had only sixteen employees. While molds were used to fashion the tiles, each was decorated by hand, ensuring that no two tiles would be identical–the hallmark of handcraftsmanship. The sources for the decorations were prints, stove plates, and antique tiles in private and museum collections, among them the British Museum in London, the National Germanic Museum in Nuremberg, the Alhambra in Granada, Spain, and the Basilica of Saint Apollinaris in Ravenna, Italy. Mercer founded the pottery at an auspicious moment for the use of tiles in domestic and civic architecture had enjoyed a revival beginning in the 1880s when they were used on floors, walls, and ceilings. Those made at the Moravian Pottery were offered in a wide variety of styles and types of decoration, or they could be purchased blank. In 1904 the pottery was awarded the grand prize at the Saint Louis Exposition, and Mercers tiles could be found in places as diverse as Graumans Chinese Theater in Los Angeles, the Isabella Stewart Gardner Museum, and the Museum of Fine Arts, Boston. The original pottery burned in 1910 and was replaced by a new one constructed of reinforced concrete, which was in operation in 1912. At Mercers death in 1930 the pottery was inherited by Frank King Swain, who had long been its manager and Mercers assistant in all of his collecting endeavors. There were several subsequent owners until the pottery ceased production in the mid-1950s. Today, the pottery is on the National Register of Historic Places and is back in operation, administrated by the Bucks County Department of Parks and Recreation as a working history museum.
CC Tile Remodeling, a 15-year-old Salt Lake City tile installation contractor, has purchased approximately 2.5 acres at 3422 S. 300 W., South Salt Lake, where it plans to build a 15,000 square foot granite fabrication shop and a 5,500 square foot office and showroom. He said ground should be broken within the next 30 days and that completion of the granite fabrication facility is slated for approximately Dec. 1. The office/showroom should open about a month later. Roger Knight Construction will act as general contractor. The move from tile installer to granite, products fabricator has been in the works for more than a year, awaiting the right location at the right time, Coates said.

May Ave. Leasing agent Carl Archiniaco, vice president of Harrison Levy Co., said he will target other home improvement merchants to fill the shopping centers vacancies. He is already talking with a gift shop and framing gallery. “We hope to build around the home improvement theme within the shopping center,” Archiniaco said. “This is a theme that has been proven in many successful specialty shopping centers.”
Nursing home care in Utah is improving, the Centers for Medicare and Medicaid Services reported Wednesday. Many of those improvements were linked directly by care center administrators to a quality improvement project through HealthInsight, Medicares Quality Improvement Organization in Utah. The organization is part of the national Nursing Home Initiative, which focuses on raising standards of care in nursing homes across the country and giving consumers more comparison information.

Sport Profile: Taekwondo Status for the 2000 Sydney Games: The U.S. team will be represented by a four-member Olympic squad: flyweight Kay Poe (under 107.6 pounds), welterweight Barbara Kunkel (125.5-147.4 pounds), featherweight Steven Lopez (127.7-149.6), and flyweight Juan Moreno (under 127.6). All four won their Olympic berths in Saturdays 2000 U.S. Olympic Team trials qualifying tournament. Only 100 athletes (52 men, 48 women) will compete in the 2000 Olympic Taekwondo Tournament and the United States is one of six countries that qualified the maximum of four athletes. Taekwondo will make its Olympic debut this summer in Sydney. At the 1992 Barcelona Olympics, the United States sent a team of four men and four women.
They had lost their last two games of the 1998 season and waved goodbye to most of their top offensive stars, including their quarterback, running back and No. 1 wide receiver. It would be a rebuilding year for Kansas State, everyone decided. Everyone was wrong, of course. Bill Snyders Wildcats hardly missed a beat, winning 10 regular-season games and losing only at Nebraska. A survey of sports editors and sportscasters gave the nod to Kansas States football fortunes over a host of interesting and intriguing developments making headlines during the year.

A review of the marketing literature in both the traditional (offline) and new era (online) environments was undertaken to compare and contrast marketings role in both types of organisation. Insights derived from this review formed the basis for a series of in-depth interviews with leading marketing professionals in Ireland. The paper draws conclusions regarding the overall effect of the Internet on marketing. In particular it notes that, while marketing has evolved into an all-encompassing role in the organisation, the marketer remains the focal actor. The paper looks to a future with two distinct kinds of marketer and highlights the importance of retaining the traditional commitments of marketing practice. The Internet is a significant global medium for communications, content and commerce. It is a powerful tool for building relationships with all of a companys communication targets. It is cheap, immediate and repeatable. With appropriate technology it can be personalised and is measurable. Building one-to-one relationships with customers online provides marketers with the ability to cut through the clutter that is characteristic of traditional marketing activities such as TV/radio and newspaper advertising, PR and outdoor, ambient media.
E-commerce today is enjoying the fastest growth rate of any business sector because, among other things, it is fast, convenient and cost-effective! Consider just a couple of examples I heard a consultant from Arthur D. Little present recently on CNBC: 1) A typical banking transaction, which costs one dollar, will only cost one cent when conducted over the Internet! 2) A typical brokers transaction, which costs $150, will only cost $6 when conducted over the Internet! Do you wonder why e-commerce, which is a direct result of Internet marketing, is experiencing explosive growth?
At the beginning of this century, a new advertising industry came of age in the United States. Now, at the turn of the twenty-first century, new global media and audiences are reshaping this industry and the advertising we see. Although advertisers still invest more than 45 percent of their media budget in newspaper and television, the Internet Advertising Bureau (IAB) estimates that more than $900 million was spent on Internet advertising in 1997 and projects that the end-of-year figures for 1998 will show an expenditure of at least $2 billion. The Coastal Commissions ability to prevent development by designating environmentally sensitive habitat areas appears to depend on the existence of a certified local coastal program (LCP). However, in a case from Los Angeles County, the Second District Court of Appeal ruled that the Commission could reject a landowners coastal development permit in part because the site is not covered by a certified LCP. When there is no LCP, the commission is given wide latitude to examine conformity with all Coastal Act policies, the court ruled. The Sand City case involves a controversy with more than 20 years of history. The Lonestar Company closed its sand mine, located between Highway 1 and the ocean in Sand City, in 1986. INTRODUCTION Inclusion of the SF-36[R] in the HOS is based on the assumption that data meet minimum psychometric requirements in the Medicare population. The psychometric properties of its scales among the elderly have been examined in a number of studies. Generally, these studies have concluded that the scales are suitable for use among community-dwelling adults age 65 or over. Thus, in addition to allowing for evaluation of the consistency of psychometric results across diverse groups in the HOS, these results also can serve as reference data for specific subgroups.

A number of computer security experts told NewScientist.com last month that VoIP phones could be vulnerable to a number of familiar-sounding Net threats, from viruses and denial of service attacks to toll fraud, ID spoofing and even eavesdropping. But Vonage CTO Louis Mamakos insists that an attack on a VoIP phone would take an extraordinary amount of determination. For example, he told New Scientist, for VOMIT to work the eavesdropper would have to filter off all other traffic going through the Net and focus in on one call. None of this is impossible, he says. But its much easier to demonstrate these vuinerabilities in the tab.

WASHINGTON - The U.S. Fish and Wildlife Service is proposing the creation of new regulations that expand the hunting of Canada geese in hopes of reducing the current resident population of 3.5 million by 1.2 million. As a result, the agency wants to allow states to undertake approved population control strategies, such as nest and egg destruction, trapping and culling programs and expanded hunting opportunities. “The service believes that the problems caused by resident Canada geese can be best addressed at the state level,” said agency director Steve Williams. “To that end, we are committed to providing state wildlife management agencies with as much flexibility as possible to address the issue.”

For as little as $100, anyone can buy your cell phone records online. Law enforcement authorities said various illegal methods are used to collect the information. The methods include “pretexting,” where someone calls a wireless carrier and pretends to be a customer, hacking into an online account or even bribing cellular employees to get access to records. It isnt a new practice, but it is an alarming one. Authorities say online data brokers have been selling Canadian and U.S. phone records for at least three years and havent been hiding the fact. Privacy groups estimate there are more than 40 websites like Locatecell, most of which are based in the United States.

Newspapers have been working with the internet for well over a decade. Initially, newspapers simply treated the internet as a medium to replicate their print editions, with little thought for developing a new business. In those early days, the web edition was put together by a small group of technologists, rather than a dedicated group of editorial, advertising and business staff. The web editions were not designed to compete with the print editions. Advertising was limited and key revenue-generating sections like classified adverts were often just replicated from the print edition.While a select few publishers did see new opportunities for business, such as Süddeutsche Zeitung in Germany, which created a major motor advertisement portal, for most newspapers the web edition was just a prestige operation that lost money. I remember hearing USA Todays vice president responsible for the internet editions speaking at an American Newspaper Publishers event, where she stated that newspapers had lost the battle of the internet to other organisations. USA Today at that time had the highest internet publishing revenues of any newspaper in the world. Still, the company found it could not compete as a major web portal against companies like AOL, Microsoft and Yahoo in attracting site visitors.Since the mid- to late-1990s, things have changed significantly for newspapers. The biggest drop appears to be in the afternoon and evening editions, prevalent in countries outside of North America, which have been particularly hard hit by readers switching to get information from radio, TV and the internet. Circulation drops are not new. Printed newspaper circulation has been falling slowly for almost 50 years. The last few years, however, have seen a significant decline because people below 25 years of age have never had an interest in reading newspapers.
Is there room in the market for another farming newspaper? Country- Wide thinks there is. Leggett and Williamson are co-owners of Country-Wide Publications (currently No 24 on the Deloitte/Unlimited list of New Zealands 50 fastest growing companies), and already have one farming title in the mix - the monthly farm management magazine Country-Wide but they say NZ Farmers Weekly will cater for a need not currently met by the existing farming press. “Advertisers and readers are unclear of the role and position of each publication currently out there,” says Williamson. “The market is cluttered and is in need of some rationalisation. Most farmers arent reading all the general farming publications. They dont have the time. We give them a month to read Country-Wide and the Farmers Weekly will be a concise 24 or 32 pages.” So why will already busy farmers take the time to read the NZ Farmers Weekly? Williamson says it will come down to highly relevant editorial, with the papers main focus being markets, scrutiny of company performance and commodity trends, in addition to covering any political and world news thats relevant to New Zealand farmers. Spokane auto-racing enthusiast Todd Jensen is spearheading a plan to bring dirt-track auto racing back to the Spokane County Fair Expo Center, which decades ago was a popular site for such competition. Jensens plan has gotten a tentative endorsement from the centers advisory board, and he now is seeking the help of other racing enthusiasts to raise the $25,000 to $30,000 he estimates is needed to modify the grandstand arena track at the fairgrounds. Jensen is convinced racing fans would fill the 3-year-old, 5,100-seat grandstand at the fairgrounds if the races were marketed well. That level of support, he says, would allow the initial investment to be paid off quickly, provide an added cash infusion to the economy here, and make fuller use of an underutilized public facility.
